One measure allows only no- or low-nitrogen and no- or
low-phosphorous fertilizers. Another measure allows only
the use of slow-release fertilizers, which greatly reduce
nutrient run-off. Almost all local ordinances restrict fertilizer
within 10 feet of the waterline.
Martin County passed its ordinance with a blackout period
from June 1 to Sept. 30. Fifty percent of the nitrogen in fertilizer
must be slow release, and fertilizers used must be no or
low in phosphorous and nitrogen.
The bills before the Legislature, SB604 and HB421, would
greatly reduce the protective provisions of our local ordinance
and particularly during the summer blackout period,”
says Gary Roderick, manager of Division of Environmental
Quality for Martin County. “Our ordinances were developed
and adopted over five years and we would see greater degradation
of water quality by not adhering to the strict criteria.
The general public seems to support those local protections,”
he says.
Thurlow-Lippisch says the most important component in
restricting fertilizer run-off into local waterways is the blackout
